1997 ford probe day time running lights?

I took my 1997 Ford Probe for a vehicle inspection and was told my day time running lights don't work. Apparently the headlights are supposed to flip up like as if I had them on. I think the guy is wrong and the little strip lights under the headlights are supposed to be daytime running lights. I have had the Probe for 6 years and they never did flip up during the daytime. Also when I originally got it safetied that was never a problem. What's the deal on daytime running lights?
